Overview
Fortune is a rare mining enchantment in Minecraft 1.21. Fortune multiplies the drops you get from mining certain blocks, rolling for bonus output every time you break an eligible ore, crop or gravel.
Its opening level already delivers a noticeable boost — 33% chance of 2x drops (avg 1.33x) — and it climbs from there to a maximum of level 3 (III) on your pickaxe.

Fortune tops out at level 3, shown as III on the pickaxe, and the gap between the levels is where the enchantment's character really lives.
Higher levels widen the range of possible multipliers: Fortune I averages about 1.33x drops, Fortune II about 1.75x, and Fortune III about 2.2x, with the top end reaching quadruple drops on a lucky swing. It changes only the quantity dropped, never the type, and it cannot coexist with Silk Touch.

Fortune can be placed on pickaxe, shovel, axe and hoe, giving you a handful of choices for where it does the most good depending on how you play.
Fortune cannot share an item with Silk Touch. Because of that single conflict you have to pick either Fortune or Silk Touch for any given item — never both.

Fortune can be rolled directly at an enchanting table, where reaching its top level of III on a pickaxe generally wants a fully bookshelf-powered table at roughly level 12. Players who would rather not gamble for Fortune can hunt the book down through loot chest and villager trading and apply it at an anvil.
Its selection weight of 2 makes Fortune a rare roll: it surfaces only now and then on a pickaxe, so you may need to re-roll several times or simply trade a villager for the book.
Tips & Best Combinations
A top priority for any serious mining run. The compounding bonus on diamonds, emeralds, lapis, redstone and coal pays for itself almost immediately, and on gravel it dramatically improves flint yields. Keep it on a separate tool from Silk Touch, since the two enchantments are mutually exclusive.
For the strongest setup, pair Fortune with Efficiency, Unbreaking and Mending — the durability enchantments in particular keep the item alive long enough to make the investment worthwhile.
Worth remembering: works on coal, diamond, emerald, lapis lazuli, nether quartz, amethyst, redstone ore, nether gold ore, copper ore, crops (wheat seeds, beetroot seeds, carrots, potatoes), and glowstone.
