Overview
Luck of the Sea is a rare special enchantment in Minecraft. Luck of the Sea changes what the rod pulls up, not how often it pulls. Every catch is a single draw from a table with three entries: junk, treasure and fish. Junk carries a negative quality value and treasure a positive one, so the luck this enchantment adds pushes junk down and treasure up in the same roll.
Its opening level already delivers a noticeable boost (7.1% treasure and 8.1% junk in open water), and it climbs from there to a maximum of level 3 (III) on your fishing rod.

Luck of the Sea tops out at level 3, shown as III on the fishing rod, and the gap between the levels is where the enchantment's character really lives.
A bare rod draws from 10 junk, 5 treasure and 85 fish. Level I turns that into 8, 7 and 84, level II into 6, 9 and 83, level III into 4, 11 and 82. Treasure therefore climbs from 5% to 11.3% while junk drops from 10% to 4.1%, and fish stay between 84.5% and 85% at every level: the enchantment trades junk for treasure and leaves the food alone.

Luck of the Sea can be rolled directly at an enchanting table, where the level you pay and the enchantability of a fishing rod together decide which level of it you can be offered, up to III. When the enchanting table refuses to offer Luck of the Sea, the same enchantment is available as a book from loot chest, villager trading and fishing for anvil application.
Its selection weight of 2 makes Luck of the Sea a rare roll: it surfaces only now and then on a fishing rod, so you may need to re-roll several times or simply trade a villager for the book.
What the Table Has to Roll
The numbers below are for a fishing rod, which carries enchantability 1, the lowest value in the game. The table adds nothing on top of your experience level for it, so the power here is your level plus one, give or take 15%.

Applying the book on an anvil costs 4 levels per enchantment level, before the anvil adds its own charge for the work you have already done to the item.
Tips & Best Combinations
Worth it if you fish for the treasure pool rather than for food. The six treasure items are equally likely once treasure wins the draw, so at level III a nautilus shell, a saddle, a name tag, a bow, a rod or an enchanted book each turns up in 1.9% of catches, against 0.8% on an unenchanted rod. That is roughly one nautilus shell every 53 catches instead of every 120. For cod and salmon it does nothing.
For the strongest setup, pair Luck of the Sea with Lure, Unbreaking and Mending: the durability enchantments in particular keep the item alive long enough to make the investment worthwhile.
A practical note: only the fishing rod accepts it. Each level adds one point of luck to the fishing draw, which raises the treasure weight and lowers the junk weight in the same roll: unenchanted the split is 10 junk, 5 treasure and 85 fish out of 100, at level III it is 4, 11 and 82 out of 97. Fish stay near 85% at every level, so the enchantment trades junk for treasure rather than making you catch more. Treasure only enters the draw when the bobber sits in open water.
