Shortens the wait between casting the rod and a fish biting.
Overview
Lure is a rare special enchantment in Minecraft. Lure shortens the first of the two phases between a cast and a bite. The rod rolls a wait of 100 to 600 ticks, Lure takes 100 ticks per level off that roll, and only when the countdown runs out does the fish trail start its own swim of 20 to 80 ticks towards the bobber. That second phase and the 20 to 40 tick window you have to reel in are untouched.
Its opening level already delivers a noticeable boost (5 seconds off the wait, about 15 seconds per catch), and it climbs from there to a maximum of level 3 (III) on your fishing rod.

Lure tops out at level 3, shown as III on the fishing rod, and the gap between the levels is where the enchantment's character really lives.
Averaged over many casts a bare rod takes 20 seconds from cast to bite, Lure I 15 seconds, Lure II 10.5 and Lure III 7. The step per level keeps shrinking because the subtraction cannot push a roll below zero: at level III every roll between 100 and 300 ticks collapses to nothing, which is 40% of casts starting their fish trail on the next tick.

Lure fits exactly one item (the fishing rod), and nothing else will accept it, so it is a dedicated fishing rod enchantment through and through.
Lure has no exclusivity conflicts at all, so you can layer it onto a fishing rod alongside every other enchantment that fishing rod accepts without having to give anything up.

How to Get It
Lure can be rolled directly at an enchanting table, where the level you pay and the enchantability of a fishing rod together decide which level of it you can be offered, up to III. Should the table prove stingy with Lure, you can instead source the book from loot chest, villager trading and fishing and anvil it on.
Its selection weight of 2 makes Lure a rare roll: it surfaces only now and then on a fishing rod, so you may need to re-roll several times or simply trade a villager for the book.
What the Table Has to Roll
The numbers below are for a fishing rod, which carries enchantability 1, the lowest value in the game. The table adds nothing on top of your experience level for it, so the power here is your level plus one, give or take 15%.

Applying the book on an anvil costs 4 levels per enchantment level, before the anvil adds its own charge for the work you have already done to the item.
Tips & Best Combinations
The enchantment that decides how long a fishing session takes. Level III brings the rate from three bites a minute to over eight, and the spread tightens as well: 6 to 34 seconds per catch unenchanted, 1 to 19 seconds at level III. It shares the rod with Luck of the Sea without any conflict, so if you fish for food take Lure alone, and if you fish for treasure take both.
For the strongest setup, pair Lure with Luck of the Sea, Unbreaking and Mending: the durability enchantments in particular keep the item alive long enough to make the investment worthwhile.
Keep in mind: only the fishing rod accepts it. A cast rolls a wait of 100 to 600 ticks and Lure subtracts 100 ticks per level from that roll, after which the fish trail still needs 20 to 80 ticks to reach the bobber. Averaged out that is 20 seconds per catch on a bare rod against 7 seconds at level III. Weather counts as well: with rain falling on the bobber the countdown runs a quarter faster, and with no sky above the bobber it runs at half speed.
