Helmet enchantments for breathing and mining underwater
Respiration adds 15 seconds of air per level to the 15 you start with, so Respiration III keeps you breathing for 60 seconds. After the air runs out it still helps: each second of drowning damage is skipped with a chance of the level over the level plus one, 75% at level III.
Aqua Affinity takes care of the other underwater problem. With your head underwater every block takes five times as long to break, and Aqua Affinity removes that. It does nothing about the separate five-times penalty for floating, so dig with your feet on the bottom.
Neither of the two excludes anything, so one helmet can carry Protection IV, Respiration III, Aqua Affinity, Thorns, Unbreaking and Mending together. The turtle helmet takes all of them too, with 275 durability and enchantability 9.
Enchanting Cost Notes
Anvil Costs: Each time you combine items on an anvil, the prior work penalty increases. Plan your enchantment order to minimize total XP cost.
Order Matters: Combine the most expensive enchantments first, then add cheaper ones. This keeps anvil costs lower overall.
XP Limit: Anvil operations are capped at 39 levels in survival mode. If the cost exceeds this, you need to restructure your combination order.
